She was born July 7, 1914 at Dubuque, daughter of August and Sylvia Kringle Felderman. She was a legal secretary in New York and Cedar Rapids until she retired in 1985. Survivors include her husband; a daughter, Lois Ann Vaughan of Charlotte, N.C.; two grandsons; two sisters, Agnes Kuhlmann and Marie Gebert, both of Waterloo; and a brother, Werner Sell of Waterloo. He had worked for 45 years at Cedar Valley Lumber, retiring in 1975. She died May 20, 1982. He graduated from Iowa State University with a bachelor's degree in chemical engineering in 1931. He began working February 1935 as a chemist at Chamberlain Manufacturing Corp. He retired in 1968. He moved to Tripoli in October 1973.

He is survived by three sons, William L. of Waverly, Thomas D. of Denver, Edward A. of Cedar Falls; and six grandchildren. He was preceded in death by two brothers, Richard and Mack and one grandson, Ward.

The OCA made the recommendation for lower rates in its response to IE's request for a $43.9 million hike in electric rates. i I The Cedar Rapids utility filed the "request with the Iowa Utility Board, formerly the Iowa Commerce Commission, in April. The increase sought by IE would mean an average increase of 16 per-'cent for its customers. For residen tial customers the average hike would be 22 percent, or about $11.12 a month.

Although the utility board won't make a final decision in the case until next winter, it must decide by late July what level of interim rates to permit. IE has asked to collect $37.7 million in interim rates until the case has been decided, but the OCA has previously said that should be denied and rates rolled back by $2 million.
