For five years he served In the army, taking part In some of the most prominent battle of the war. In the battles of Chepultepee and Mexico City, he was almost fatally wounded. A long drawn fight here over the moral fitness of T. M. Prall, superintendent of the Emmetsburg schools, was terminated In the five members of the board toting to find him guilty of immoral conduct. On a previous teat three members of the board hsd toted to sustain tbe superintendent. Following this action Attorney Dan Kelly visited a number of towns where Prall formerly taught and assembled quite ft mass of evidence.

When the attorney rturned Mr. Prall attempted to resign without having his case reoponed, but the board reconsidered Its former vote of confidence and held unanimously against him. The complaints here hsd been made by three young women, high school pupils. Other points at which complaints had been made against Mr. Prall during his services as a teacher were Atalissa.

If the state authorities give an adverse ruling and decide as Mr. Dawley did, mutuals will not jet a "look in" on the liability business of snch corporations as municipalities, counties and school districts. Assessors and county assessing boards are making report to the state which Indicate that even after the drastic action taken last year to equalize assessments and the tax able value placed on personal prop erty, they refuse to maintain the equality. The state board of review required by law to adjust values by rt.

sing or lowering values, made an order, which if followed, meant that for the first time In Iowa history all personal property in the well recognized classes was last year valued in every county of the state the same as in every other county. It provided, for instance, that 3-year-old horses In every county of tbe state should be assessed at. substan tially the same value, and so with other kinds of property. But here come the reports from the local boards of review and coun ty officials showing nearly as great discrepancy as In the past, as be tween some counties. One county reported valuation on horses of $22 and the very next county 61 for the same class, and yet the council or dered approximately $43.

So with other classes. Now what Is the council going to do this year assess in accord with law and equalize values under the mandate of the code, or do as some would hate it dona, permit the inequality to stand?
