The House is pushing a bill that institutes a rollback for property tax values for commercial property to immediately reduce property taxes for all. It includes a provision to backfill property taxes for local governments by $800 million over time, but also limits growth in local government budgets and tax rates. The Senate bill would create a $250 million business tax credit that provides less relief for large businesses, but a 40 percent tax cut for 80 percent of Iowa businesses.

Local governments would not be affected in the bill because state general fund revenues would pay for the tax credits. "Building a bridge between them is, let's just say, challenging," Stineman said. Stineman acknowledges the bills have warts and a compromise will be necessary to get something done. He said the business perspective is they want some -thing that provides permanent tax relief. In that regard, he feels the Senate bill falls short as it funds its tax credits based on growth in state revenues.

Lawmakers are scheduled to adjourn April 17. James Q. Lynch of Souce-Media Network contributed to this report. TAX REFORM House and Senate take different tacks on taxes From page A1 Leaders of the Iowa Legislature's commercial property tax reform efforts remain optimistic they can make progress in the final two weeks of the session, said House Ways and Means Committee Chairman Tom Sands, R-Wapel-lo, on Monday. Proponents of property tax reform say Iowa ranks second highest in the commercial property taxes and something needs to be done.

The tax rates cost Iowa investments in industry as well as jobs, said Larry Countryman of Wilson Trailer in Sioux City. His firm has expanded in South Dakota and Missouri adding 500 jobs. The decision to grow outside of Iowa was due in part to high property taxes, he said. "We've been down this road before. We've been to this intersection before, and we've let the opportunity slip by.

We're wanting this year to be different, and we feel the opportunity is there for this year to be different," Stineman said. Both Republicans and Democrats have expressed a need to lower the property tax burden for com artist Paco Rosic was commissioned to paint murals on the dilapidated Morris Printing building on West Park Avenue. Some thought the building, which was later demolished for the RiverLoop Expo, had been targeted by graffiti vandals. Welper also questioned how the mural on the flood wall would be protected from vandals. "They've already been doing some cleaning to get the graffiti off that wall," he said.

Scully said the mural will be designed to be repaired easily and would be coated with a wax to make it easier to remove graffiti. She also defended the idea of public artworks that created a difference of opinion among various viewers. "The thing about public art is that not everyone may like (the piece)," she said. "But it stimulates conversation." MURAL Councilman worries about potential vandalism From page A1 Phase three involves seven binocular viewers created by a local artist that would feature past, present and future images for each particular site. Assuming the project gets funding, the public art committee a group that includes representatives of the Center for the Arts, Waterloo Development architects and other downtown groups would seek proposals from artists.

The committee, not the council, is expected to select the winning proposal and commission the work. Welper said his concern is the mural could upset some residents, noting there was confusion in 2001 when local 82, of Waterloo, died Saturday, March 31, at Covenant Medical Center of complications of pneumonia; Locke Funeral Home, 233-6138.
